The Campus AI Framework is a higher-education-native operating model for AI strategy and governance, published by Joe Sabado. It sets out eight governance-facing institutional pillars — from campus mission and AI principles through policies, governance, engagement, readiness, roles and implementation — four application domains where AI is put to work (teaching, learning and student success; research and innovation; operations and infrastructure; student and community engagement), and an AI Strategic Compass for choosing and sequencing initiatives.

What you can do with it

The pillars name what an institution has to build; the Compass is the selection instrument, scoring candidates against strategic fit, ethics and compliance, financial viability, operational efficiency, efficacy and evidence, and stakeholder impact, and tracking them through a screen-score-select-plan- track-reflect cycle with KPIs, OKRs and efficacy measures. Working tools include a maturity assessment for readiness and capability, a tool evaluation matrix, and a governance guide. It is aimed at AI policy and strategy work rather than at classroom practice, and it treats AI literacy for everyone, competency by role and fluency for leaders as separate readiness needs. The site's tabbed diagram view maps each pillar to the companion sites that carry it further.

Who it is for

Cabinet leaders, provosts and CIOs deciding what to back; AI leads and governance committees sequencing the work; organizational change and adoption as the recurring theme; and unit-level practitioners who need a first concrete step. The site routes the three audiences to different entry points rather than one linear read.

Notes and caveats

The framework and site are licensed CC BY-NC-SA 4.0, so adaptation is permitted for non-commercial use with attribution and share-alike; the site supplies its own suggested attribution. Its alignment with OECD, NIST, ISO/IEC 42001, the EU AI Act, FERPA and HIPAA is the publisher's own comparison and should be read as such. The companion sites are separate projects, several by the same author, and are worth knowing as a set: Campus AI Exchange is the hub, holding interactive maps of institutional AI policies and classroom guidance, AI governance self-assessment, data governance and AI positions maps, and a resource library.
